Case insensitive emails addresses in Report Center Admin
In the Report Center Admin, the same person has the same email address appearing twice for the same assessment. One email has capital letters, the other does not. These should be recognized as the same user. Email addresses are case insensitive. I like using the email address as the user name. It needs to be case insensitive.
